President
Officer Wilson became a Police Officer in 2010 for the sole purpose of helping at-risk youth. During her career, she has worked Patrol Division, School Resource Officer, and a member of the Defensive Tactics Team. She is currently assigned as a School Resource Officer with auxiliary assignments as Fill the Trunk Toy Drive Administrator, Field Training Officer, UAS team, Recruitment Team, Social Media Team, WPAL Summer Program Administrator, GREAT Instructor, and Kiwanis of Woodland Member. She devotes her career and personal time to programs geared towards the betterment of our youth throughout the community.
Treasurer
Heath Parsons founded the Woodland Police Activities League (WPAL) in 2015. He served as President from 2015 to 2023. He has been a police officer since 1999 and is currently assigned as a Patrol Lieutenant for the Woodland Police Department.
He has spent the last 15 years volunteering as a baseball coach in Little League, Travel Ball, Junior Giants, and an area high school. He holds a bachelor’s degree in Biology and Chemistry as well as a Master’s degree in Business with an emphasis in Public Administration.
Heath has always been interested in health and fitness and believes in sharing his knowledge with youth to help improve their lives. He is a certified personal trainer through the American Council on Exercise and holds and additional certificate for youth fitness instruction.
Rosie has been employed with WJUSD for over 15 years. During that time she has held many positions making her a staple in the school district and the go-to contact for those in the community. Rosie works closely with agencies throughout Yolo County to find various forms of support for families in need. She is currently assigned as the Homeless and Foster Liaison for WJUSD, working to bridge services for the most under privileged students and families.
Junior Giants Commissioner
Robert has lived in Woodland from 1988-1991 and 2017-present. For Robert, living in Woodland is great because of the awesome community and wonderful neighbors.
He works at UC Davis in Campus Planning and
Environmental Stewardship as their inaugural Executive Analyst.
In his free time, he enjoys coaching baseball and softball and spending time with his partner and their two kids. He has coached with Junior
Giants for six years and been the Commissioner for our Woodland League. He also volunteers with Yolo County Meals on Wheels and the STEAC food program.
Secretary
Marshall Echols is a Recreation Supervisor with the Woodland Community Services Department. He graduated from Sacramento State in 2007 with a degree in Geography and started his first job with Woodland in 2001. Marshall is very familiar with Woodland because he has lived here since 1985. When not running youth programs for the City of Woodland or running around with his 2 kids, he enjoys many forms of outdoor entertainment including sports, camping, and travelling.
Michelle has lived in Woodland and Davis for over 28 years. Michelle is invested in her community, enjoying Woodland and all the things it has to offer.
Michelle has worked for Yolo County Probation for 17 years as a Probation Officer, most of that time working in Juvenile Services.
In her spare time she enjoys anything outdoors… from hiking, camping, kayaking, and off-roading. During the summer months, she finds herself in the mountains nearly every weekend exploring new trails. Michelle has a daughter, whom she enjoyed coaching in softball, soccer, and rugby throughout her childhood.
Alicia has been involved with PAL for the last 2 years. She has been working in the outreach profession for the last 28 years. Alicia is currently working in Placer County as the Program Manager for Lotus Behavioral Health, a 24-hour respite center. She is involved with PAL due to her interest in working with youth and supporting Yolo County, as she was a previous Child Welfare Supervisor for 7 years. PAL is a great asset to the Yolo Community as it provides opportunities, as well as a positive outlet for the youth within this area. Alicia looks forward to continuing to support and help foster a positive environment where youth can feel safe and enriched by the offerings of this program.
